Annual Reserve Statements

Annual Reserve Strategy Statement

The Chartered Institute of Public Finance and Accountancy (CIPFA), along with the Home Office, recommend as good practice that Police and Crime Commissioners publish an Annual Reserve Strategy Statement.

Each statement provides an explanation for each reserve along with its value.  Plus, a narrative explaining whether the current and projected level of reserves is appropriate, and governance arrangements for reserves are adequate and appropriate.

The Northumbria Police and Crime Commissioner published the 2016/17 statement and in May 2018 with a review by the APCC to assess the quality and availability of the published information on PCC Reserves Strategy Statements nationally.  The Northumbria Reserves Strategy Statement was assessed by APCC as being a ‘Good’ Example (highest score) for each measure considered. Subsequently in June 2018 the Home Office carried out a review of Reserves Strategy Statements published on PCC websites to assess the availability, transparency and completeness of reserves information with several recommendations provided.
